He is a member of Psi Upsilon and received an honorary doctorate of engineering from the Rensselaer Polytechnic Institute on May 18, 2002 and is a former scientist at NASA Jet Propulsion Laboratory.

Tito was appointed to the Los Angeles Department of Water and Power Board Commissioners in the 1990s and led the board to support the Landmark 1994 state regime protecting Mono Lake from the city's excessive water diversity. In a project first arranged by Miracorp, Tito was accepted as a candidate for a commercial spacecraft by the Russian Federal Space Agency.
