Kiran Bedi was born on 09 June 1949 in Amritsar, to a Punjabi business family. His father's name was Prakash Lal Peshawaria and mother's name was Prem Lata. His father Prakash Lal used to watch the business of the textile business of the family and at the same time he also played tennis. His parents had four children, he also has three sisters named Shashi, Rita and Anu.

Kiran Bedi started her formal studies at the Sacred Heart Convent School in Amritsar in 1954. She participated in the National Cadet Corps (NCC), among other extra-curricular activities. At the time, Sacred Heart did not offer science; Instead, one of its themes was "domestic", aimed at grooming girls into good housewives. When she was in 9th grade, Bedi attended Cambridge College, a private institution that taught science and prepared her for the matriculation examination. Her former classmates cleared her Class 10 (Matriculation) examination after clearing Class 9 at Sacred Heart.

Bedi graduated from Government College for Women, Amritsar in 1968 with a BA (Hons) in English. The same year, she won the NCC Cadet Officer Award. In 1970, he earned a master's degree in political science from Punjabi University, Chandigarh. From 1970 to 1972, Bedi taught as a lecturer at the Khalsa College for Women in Amritsar. He taught courses related to political science. Later, during his career in the Indian Police Service, he earned a law degree at the University of Delhi in 1988 and a Ph.D. from the Social Sciences Department of IIT Delhi in 1993. Degree was also obtained.

Kiran Bedi, inspired by her father, started playing tennis at the age of nine. In 1964, he played his first tournament outside Amritsar, participating in the National Junior Lawn Tennis Championship at Delhi Gymkhana. She lost in the opening round. She was also part of the Indian team that defeated Sri Lanka and won the Lionel Fonseca Memorial Trophy in Colombo. He continued to play tennis for thirty years, when he began to focus on his Indian Police Service career. In 1972, he married fellow tennis player Brij Bedi; The two met at the Service Club Court in Amritsar. As a young woman, Bedi operated a service club in Amritsar, where interactions with senior civil servants inspired her to pursue a public service career.

On 16 July 1972, Bedi began her police training at the National Academy of Administration in Mussoorie. She was the only woman in a batch of 80 men, and became the first female IPS officer. After a 6-month foundation course, he underwent another 9 months of police training at Mount Abu, Rajasthan, and further training with the Punjab Police in 1974. Bedi's first posting was in 1975 in Chanakyapuri subdivision of Delhi. The same year, she became the first woman to lead an all-male contingent of Delhi Police in the Republic Day Parade in 1975.

In 1979, Kiran Bedi was posted in the Western District of Delhi. In October 1981, Bedi was made DCP (Traffic). She arrived in Goa in March 1983 on a three-year assignment. In November 1983, Goa hosted the Commonwealth Heads of Government Meet (CHOGM). Bedi enlisted NCC cadets in Goa for traffic regulation along VIP routes. 2019, when he celebrated his 70th birthday, he started "Mission Green Puducherry" by planting saplings on the banks of Kangan Lake in Puducherry. Since then, many students and volunteers have taken this forward by organizing tree planting campaigns.

In 2005, the CUNY School of Law awarded him an honorary doctorate in recognition of his "humanitarian approach to prison reforms and policing". Navjyoti Delhi Police Foundation received the 1999 Serge Sotiroff Memorial Award for outstanding contribution to international drug control efforts. She was awarded the Acharya Tulsi Karthitva award in 2005 by All India Terapanth Mahila Mandal.
