Dr. Nagraj Rao Havildar is a famous classical singer from India. Nagaraja Rao Murthy Devi is the first Indian to receive the award. He regularly conducts lectures and workshops on music for companies such as Wipro, Computer Associates, Birla 3M and Khodej, as well as being the former Chairman of the Textbook Committee for Hindustani Music for the Directorate of Karnataka Textbook.

Dr. Nagraj Rao Havildar was born on 17 July 1959 in the city of Hosapeta in Karnataka.
He holds a "Sangeeta Ratna" degree in Hindustani classical music from the University of Karnataka, Dharwad. He is also a postgraduate gold medalist in history and archeology.

Dr. Havildar has previously served as Program Executive in Music Arrivals, All India Radio, Hubli (1988–1991). He has performed all over India including iconic venues such as Hampi Utsav, Mysore Dussehra Durbar Festival and Sankat Mochan Music Festival in Varanasi. He has also toured extensively in the United States and Britain. He has been the former Chairman of the Textbook Committee for Hindustani Music for the Directorate of Karnataka Textbooks. As a musician, Dr. Havildar has composed music for several dramas and television shows. He regularly conducts lectures and workshops on music for companies such as Wipro, Computer Associates, Birla 3M and Khodej, with topics such as Stress Management Through Music and Appreciation of Hindustani Classical Music. As a composer, Dr. Havildar has composed music for several dramas and television shows, including Girish Karnad's Taledanda, P. He has also worked with a theater group in Indianapolis on a musical melody with spiritual melodies. He is the founder and president of the Tsunada Art Foundation, a dedicated organization for the promotion of Indian classical music. Dr. Havildar has trained and still teaches Hindustani music, continues locally in Bangalore and also teaches students in the United States and Britain internationally through workshops and telephonic sessions. Many of his students have become prominent composers, with notable notable being Omkaranath Havildar and Kannada playback singer Chaitra HG.
