Ruth Perry was a Liberian politician. She served as Interim Chairperson of the State Council of Liberia from 03 September 1992 to 02 August 1997.

Perry was born on July 16, 1939 in rural Cape Grand Mount County. His full name was Ruth Sando Funbulleh Parry. His mother's name was Marjon and Alhaji Semila Fahnbullay.
Ruth Perry died on 8 January 2017 (age 77) in Columbus, Ohio, USA.
Ruth Perry was a Muslim of Vai ethnic ancestry. In childhood, Perry attended the Sande society, a traditional school and secret society for women, and attended regular classes. Her parents later enrolled her in a Roman Catholic school for girls in Monrovia run by missionary nuns. Perry graduated from Teachers College, University of Liberia. She worked as an elementary school teacher in Grand Cape Mount County.

She also worked as an elementary school teacher in Grand Cape Mount County. She married McDonald Perry, a judge and legislator. Perry also worked at Chase Manhattan Bank's Monrovia office in 1971. When her husband was involved in politics, and she was engaged in an election campaign with her husband and tried to get women to vote for him. After her husband's death, the party asked Ruth to run as senator for her home district. In 1985, Perry won a seat in the Liberian Senate as a unity party candidate. In response to the presidential election of Samuel Doe after the elections, Unity Party office-holders and other official opposition politicians boycotted the Senate in protest, stating that the Doe government was illegitimate. Perry did not join the boycott and became the only member of the opposition in the Assembly.

Perry later started a retail business and became active in civic groups such as Women's Initiative, Women in Action in Goodwill and Association of Social Services in Liberia. In 2004, she was an African President at the African Presidential Archives and Research Center at Boston University . On August 17, 1996, after 17 years of conflict and 7 years of war, representatives of the Economic Community, West African States (ECOWAS) negotiated a cease-fire between the warring factions of Liberia and announced that Perry would be the chairman of the council. Will replace Wilson Sanrao of the state in an interim government. After allegedly returning from a brief exile in Staten Island, New York, all four chieftains in the Liberian conflict had agreed to a peace deal with Perry as interim leader.
