LABHA Scheme launched by Odisha State Government

Odisha state government launched LABHA scheme to help the tribal population in the state of Odisha. LABHA scheme will provide minimum support price to all the workers in the state of Odisha who are involved in forest minor produce work. This scheme is a 100% state funded scheme for implementation of Minimum Support Price. With the help of this scheme, more than 1 crore citizens of Odisha state will be positively impacted. The MSP price will be determined by the Odisha State Government every year. This scheme will help the tribal people of Odisha state.

Key Features of LABHA Scheme

  • MSP Determination: The State Government will determine the minimum support price every year for minor forest produce.
  • Primary Collector Empowerment: Tribal primary collectors will sell minor forest produce at MSP through procurement centers managed by TDCCOL (Tribal Development Cooperative Corporation of Odisha Limited).
  • Integration with Mission Shakti: The LABHA scheme will collaborate with Mission Shakti's women self-help groups (SHGs), benefitting the majority of tribal women, who are 99% primary gatherers.
  • Digital Transactions: The amount collected will be transferred to the beneficiary's account through Direct Benefit Transfer (DBT), with the SHG or designated agencies getting 2% commission.
  • Procurement Automation System: Using technology for transparency, this system will capture MFP collection details ensuring fair benefits to tribal communities.
  • Value Addition and Processing: TDCOL will conduct e-tendering for onward sales, exploring value addition and processing units to maximize returns.
  • Tamarind Processing Plant: The state government plans to set up a Rs 25 crore tamarind processing plant in Rayagada, using MFP from the LABHA scheme for value addition.
  • Elimination of distress selling: LABHA scheme aims to eliminate distress selling by empowering tribals and reducing dependence on middlemen.
